The implementation we evaluate in Section 8 is actually even more greedy than that, only respecting transitions where sd(s) < sd(s'). Using the definition from Section 7 leads to a strategy that behaves very similarly to the strategies using regular (non-greedy) bisimulation on these benchmarks..
